  17. The applications for stay presented to Justice

  19. Kennedy and by him referred to the Court are granted and

  21. it is ordered that the judgment of the United States

  23. District Court for the Southern District of Georgia,

  25. Civil Action No. 194-008, dated September 12, 1994, is
  26.  
  27. stayed pending the timely filing of statements as to

  29. jurisdiction in this Court. Should such statements be so

  31. timely filed, this order shall remain in effect pending

  33. this Court's action on the appeals. If the judgment

  35. should be affirmed, or the appeals dismissed, this stay
